The U. S. Department of Health and Human Services' Office of Minority Health (OMH) announced $16.2 million in grants and cooperative agreements for demonstration projects aimed at eliminating health disparities among racial and ethnic minorities.

The U. S. Department of Health and Human Services' Office of Minority Health (OMH) announced $16.2 million in grants and cooperative agreements for demonstration projects aimed at eliminating health disparities among racial and ethnic minorities. Recipients include states, territories, national and community organizations, organizations serving tribes, and post-secondary educational institutions.

"We're living in extraordinary times with many opportunities to improve the nation's health and ultimately achieve health equity," said Assistant Secretary for Health Dr. Howard K. Koh. "These grants will provide much needed support for a variety of programs that will improve health outcomes among racial and ethnic minorities."

The funds come from five different programs:
  $5.9 million was awarded for the State Partnership Program to Improve Minority Health for strategic partnerships with state offices of minority health.

  $3.8 million was awarded for the Partnerships Active in Communities to Achieve Health Equity program to establish community-based networks that collaboratively employ evidence-based disease management and preventive health activities; build the capacity of communities to address social determinants and environmental barriers to healthcare access; and increase access to and utilization of preventive health care, medical treatment, and supportive services.

  Nearly $2.8 million was awarded to address gaps in healthcare, social, and supportive services for high-risk minority families living with HIV/AIDS or at risk for HIV infection, who are in transition from incarceration, domestic violence, and/or substance abuse treatment. The Linkage to Life Program: Rebuilding Broken Bridges for Minority Families Impacted by HIV/AIDS, will identify barriers caused by system and service fragmentation and establish Health and Social Service Resource Networks, whose member organizations are equipped to meet the complex needs of minority families in transition.

  More than $2.4 million was awarded to the National Umbrella Cooperative Agreement Program to demonstrate the effectiveness of collaborations among Federal agencies and national organizations to: improve access to care for targeted racial and ethnic minority populations; address social determinants of health to achieve health equity for targeted minority populations through projects of national significance; increase the diversity of the health-related work force; and increase the knowledge base and enhance data availability for health disparities and health equity activities.

  $1.15 million was awarded for the Minority Community HIV/AIDS Partnership: Preventing Risky Behaviors among Minority College Students program to demonstrate the effectiveness of partnerships in improving the health status, relative to HIV/AIDS, of young adults. The projects involve national organizations, community-based healthcare facilities, and accredited post-secondary institutions with a demonstrated history of serving minority populations.

  "These projects will help us work with public and private organizations nationally and locally to help achieve health equity for communities, families, and young people," said Dr. Garth Graham, deputy assistant secretary for minority health. "We must all work together to close the health gap and transform our communities into safer and healthier places for all people."

The tragedy of animals coated in oil ignites the natural empathy people have for other creatures. A Best Friends Animal Society survey of 1,000 adults found that 96% agreed animals should never be abused and 86% said people have a moral obligation to protect animals.

The media calls the effect of the Gulf oil gusher a “wildlife apocalypse.” The grim images of oil-soaked seabirds and fears for the survival of dolphins, whales, turtles, and fish are spurring massive public anguish and outcry. The number of animal that will succumb to the spill is not yet known, and likely never will be.

Raising domestic animals for food routinely wipes out massive numbers of wild animals every year. This apocalypse rolls on out of the public eye. As with the Gulf oil catastrophe, the number of dead remains unknown. Realizing the true cost, in terms of both individuals and species, of meals based on animal foods will be a call-to-action for people who want to preserve threatened wildlife. Here are just four examples of this secret wildlife apocalypse.

Steller Sea Lions. These animals weigh up to a ton, the size of a small car. Understandably, Steller sea lions need massive amounts of food to survive and successfully reproduce.

However, industrial fishing is starving hundreds of thousands of these animals to death. Trawlers seeking fish to sell have removed billions of pounds of pollock and mackerel from areas that these sea lions must hunt to survive.

A staggering 90% of Steller sea lions have died in large parts of their home range. Although this animal was listed as a threatened species in 1990, humans continue to appropriate most of the seafood needed for population recovery.

Dolphins. The 2010 Oscar winner The Cove documents the slaughter of thousands of these highly intelligent, social marine mammals every year in Taiji, Japan. Fishermen round up and confine the helpless dolphins. At night they secretively slash their throats and stab them while the animals scream in fear and pain. Up to 20,000 other dolphins are killed with harpoons by fisherman in boats at sea.

While some dolphin meat is consumed, the primary motivation for the slaughter is seen as “pest control.” The fishermen, who do not want the dolphins eating fish that could be caught for human consumption, openly advocate exterminating these marine mammals.

Wild horses and prairie dogs. The food-driven apocalypse thrives on land as well as in the oceans. The Bureau of Land Management (BLM) is a government agency responsible for enforcing a 1971 aimed at protecting wild horses.

Yet the BLM has removed over 270,000 horses from their Western home ranges and forced wild horses off nearly 20 million acres they used to live on. Holding facilities corral, at taxpayer expense, 32,000 wild horses captured in helicopter round-ups.

The population of prairie dogs has been decimated by over 98%. These social creatures live in families and use a complex system of communications. This animal is integral to its ecosystem, providing both habitat and food to other animals.

Wild horses and prairie dogs are both under attack for competing with “grass-fed cattle (http://perfectformuladiet. com/climate-change/every-bite-of-food-pushes-greenhouse-gases-up-or-down/)” for food. While the meat industry cultivates a green, ecological image for grass-fed cattle, these animals displace other creatures and eat forage that would otherwise go for wild animals.

The grazing program costs taxpayers over $200 million annually for damage to public lands. The amount of vegetation necessary for one cow and her calf in a year would feed almost 7 bighorn sheep, 11 pronghorn, 8 deer, or 2 elk.

Research described in a current issue of Psychological Science in the Public Interest reviews the science behind false confessions and argues for reform. Saul M. Kassin and Gisli H. Gudjonsson find that people sometimes confess to crimes they did not commit for numerous reasons, and suggest recording the interviews and interrogations as a way to curb these false statements. Their research cites that age, amount of education, and mental health status led to a higher number of individuals to falsely confess, as did sleep deprivation and long periods of isolation. The study also addresses police who are not properly trained to judge truth and deception, but are trained to use deceit to solicit confessions. Explaining, “…modern police interrogations involve the use of high-impact social influence techniques [and] sometimes people under the influence of certain techniques can be induced to confess to crimes they did not commit.” As a result, some people are eventually convinced of their own guilt while others confess just to end the interrogation. Additionally, the authors address courts where juries are provided these voluntary admissions without instructions guiding them to make a judgment nonetheless. People cannot readily distinguish between true and false confession and police-induced false confessions which often contain vivid and accurate information.

In light of this, the authors call for a collaboration among law-enforcement professionals, district attorneys, defense lawyers, judges, social scientists, and policymakers to evaluate the methods of interrogation that are commonly used. They believe that for people to accurately assess a confession, all interviews and interrogations should be videotaped in their entirety.

Bit Economics today announced the completion of an in-depth study of Project Portfolio Management (PPM), the results of which are being compiled into a book to be published in 2005. Several of the findings are of notable importance and worth sharing immediately with companies seeking to improve their project investment capabilities.

The study centered on deployed PPM solutions that were at least one year old, with special emphasis on measured effectiveness in both delivery and value assurance. The study incorporated surveys, interviews, workshops, and extended first-hand observation.

The types of projects overseen by a PPM capability ranged from process improvement, software deployments and organizational redesign efforts, to mergers and acquisitions, outsourcing, and market expansion initiatives. There was a broad sampling from both IT and Business.

Results showed a clear disconnect between the project/portfolio management office (PMO) and broader business representatives in terms of the value seen from mainstream PPM efforts. From a business standpoint, it had thus far yielded elusive benefits and required large startup costs. The most common criticism was that the PPM capability needed significant infrastructure and internal resources to yield the proper level of compliance with onerous project tracking and oversight techniques. Central PMOs were predictably more upbeat on accomplishments they had seen to date.

Some results were not directly attributable to PPM itself but rather to basic process management disciplines or simply osmoses. As an example, inventorying of projects and programs, a first step in deploying PPM solutions, netted a 1-3% cost reduction benefit in the first year but was “baked in” to the PPM value proposition ever after.

In terms of delivery assurance, surprising risks and pitfalls surfaced in the way almost all PPM solutions were implemented and executed. All PPM solutions in the study followed the same basic model. Various types of PPM software were implemented for the purpose of inventorying projects and aggregating status reports. The aggregation of status reports was the most damaging aspect to these deployments since they require three things to succeed: compliance, timeliness and truthfulness. That is, every project manager has to regularly provide an on time and accurate status report. In most companies, we found these three success factor were mutually exclusive; you could get higher compliance, but only at cost to timeliness or truthfulness.

The study found that in a typical organization, having several hundred projects underway, there was an average of three individuals reporting status per initiative investment. A majority of these status reports were poor reflections of the true situation, since they were usually a duplication of a previous submission with minor cosmetic changes. Besides, over 60% of senior managers mistrust status reports to such a degree that automating and centralizing them did not impart any new value. However, the inherent risks associated with aggregating status reports are surprisingly severe. The same ill-informed decisions were now made faster and had intensified domino effects.

In terms of value assurance, none of the studied PPM deployments had an effective approach to structuring and aligning corporate objectives and project investments. The best example was a company that identified and even quantified a hierarchy of enterprise and business area objectives but proposed investments self-reported their estimated alignment with them as simply “H,” “M,” or “L.” None required ongoing proof of quantifiable contribution to objectives, nor did any of them measure actual contributions post-implementation or hold business areas accountable for results.

Overall, the study found that every deployment violated a number of best practices in delivery and value assurance that support risk minimization, relationship optimization, and returns maximization. Existing PPM services in most organizations are little more than aggregated and centralized project status reporting capabilities with no additional value added. Unfortunately, with typical year one costs as high as a million dollars or more, this represents business as usual.

Single mother of four Elaine Barber (41) has today won her fight to be given the drug Herceptin by her local health authority, North Stoke PCT. This comes just one day after the PCT had refused her the drug for the second time, a decision which had seen Ms Barbour's lawyer's Irwin Mitchell threaten to proceed with the legal action lodged in the High Court for her right to be given the drug.

The legal case and North Stoke PCT's decision also saw them drawn into conflict with the Health Secretary Patricia Hewitt who said that their ruling conflicted with decisions made by other Trusts, and had requested a meeting with the PCT today.

A jubilant Ms Barber said "I am absolutely over the moon. I hope now that the very many women like me who just want to be given the chance to live will also be given funding for the drug treatment. I can't believe that I have been put through all this just so the health authority can balance the books. Human life cannot and should not be measured in pounds"

Herceptin is a drug that, according to new evidence* halves the chances of the aggressive HER-2 form of the disease. Elaine's clinician had recommended that she receive the drug treatment, but she was first denied it on grounds of resources, licensing issues and an alleged lack of evidence of the drug treatment's success. Following the lodging of the judicial review last week by Irwin Mitchell at the High Court, the PCT reconvened to consider their initial judgement only to confirm the denial of the drug to Ms Barbour stating "At this stage... the evidence of this [Herceptin] as a cost-effective use of the finite health resources available for North Stoke patients is not confirmed". Today's decision shows a complete turn around in their position and brings hope for hundreds of women who need this drug.

Ms Barber's solicitor, Yogi Amin, from national law firm, Irwin Mitchell, said "We are delighted, our position has never wavered we knew that this was the right decision from the start and intended to take the case all the way through the legal process to ensure Elaine had the right to the drug treatment she was prescribed by her clinician. The PCT suggested that they should not decide between individual cases and seem now to have reversed their position and allowed the treatment in Elaine's individual circumstances.

"Other patient sin this situation being refused the drug treatment will have a legal claim to challenge their health authority".

The Secretary of State Patricia Hewitt recently gave a speech on breast cancer awareness in which she said that "PCTs should not refuse to fund Herceptin solely on the grounds of its cost" and has told drugs watchdog, the National Institute of Clinical Excellence (NICE) to fast-track treatment guidelines.

This has increased the pressure on PCT's to provide these drugs and the fight has been spear headed by campaign group Women Fighting For Herceptin, made up of hundreds of early stage breast cancer patients who have the support of their clinicians but are nonetheless being denied this vital drug. They are being told they have to wait for general licensing which is not planned until at least 2007. Whilst cost is not being given as the sole reason, it is widely believed to be a contributing factor.

Selection
 Choose strawberries with a vibrant and consistent red color from the bottom of the berry, all the way to the top.  Make sure the stem is green and supple and the texture of the skin of the berry is relatively firm and shiny.  Inspect the berries in the clamshell to make sure there is no sign of bruising or mold. Storing
 Refrigerate strawberries immediately after purchasing. Rinsing
 When ready to enjoy fresh, rinse strawberries thoroughly under cool water. The stems should not be removed prior to rinsing to protect the berries from absorbing too much moisture.  Lightly pat dry.

Freezing Strawberries
 After rinsing, gently blot dry.  Slice stem off at top of berry.  Place cut side down on a cookie sheet lined with waxed paper.  Place uncovered in freezer for 24 hours.  Transfer strawberries to a freezer bag or container.  Frozen strawberries can be stored frozen for several months.

Serving Suggestions
When served fresh, California strawberries are most flavorful at room temperature. They can be enjoyed just as they are or sliced in cereals, salads and served with any meal, any time of day.

Cydcor elected to sponsor the Boys & Girls Club of Venice to support the ongoing efforts of one of its local independent sales offices heavily involved in the organization.

As part of the weekend, Cydcor team members and executives volunteered at the annual Westside Champion of Youth Dinner & Auction, an annual fundraising event at Marina Del Rey's Ritz Carlton for the Boys & Girls Club of Venice (http://www. bgcv. org/), where Cydcor sponsored a table. Through a lottery, ten Cydcor team members were picked to sit at the sponsored table and enjoy dinner. Others volunteered their time during the event that celebrated 40 years of service in the Venice community. Cydcor staff (http://www. cydcor. com/who-we-are/culture/) rolled up their sleeves and encouraged patrons to "buy for a cause," selling auction items, tickets, delivering prizes and acting as hosts and hostesses. The dinner was a great success, exceeding last year's earnings and raising $150,000 for the cause.

Life Care Centers of America bestowed its awards for excellence in an array of presentations Monday evening, Sept. 21., at its headquarters in Cleveland, Tenn.

The Chairman's Award for outstanding commitment to excellence went to Mark Krueger, vice president of Life Care's Metro and Palm Regions. The Carl W. Campbell Wind Beneath My Wings Award for the company-wide volunteer of the year went to Inez Glass, founder of Cottesmore of Life Care in Gig Harbor, Wash., who still plays an active part in facility life.

"The winners of these awards - both for performance and volunteerism - reflect the professional skill and the heart for service demonstrated daily by thousands of people across our company," said Beecher Hunter, Life Care president. "They are compelled by a remarkable faith and love."

Krueger was praised for his ability to communicate clearly and frequently with the executive directors and other associates at the regional and facility level, training associates on more effective ways to care for the residents and sending weekly e-mails to associates to inspire and motivate them in their daily tasks.

Glass founded Cottesmore of Life Care in 1969, as the result of a dream of providing nursing care to the Gig Harbor community. After she sold the building to Life Care in 1995, she has continued to serve as a volunteer, visiting with residents and helping with activities. She coordinates the annual Scandia Day, held on the last Friday of National Nursing Home Week, including food and speakers. Her award was presented by Carl Campbell, the man for whom it is named and a co-founder of Life Care Centers of America.

Other volunteer winners were Derek VanTassel, Company-Wide Youth Volunteer of the Year, from Columbine Manor Care Center in Salida, Colo., and Notre Dame High School for their work at Life Care Center of East Ridge, Tenn.

First dental school to join Dentra’s University PatSat Network implements outcome assessment tool for entire clinical department
