Dawn Career Institute (DCI) has introduced a National Placement Team that will help enhance services already provided by its esteemed career services division. Led by National Director of Career Services Derek Sawyer, the National Placement Team is designed to improve career placement and provide a higher level of service to all graduates, including online students, and the employers who rely on them.

The career services currently provided by DCI include resume writing, interview and job search tips, soft skills development, mock phone interviews, and more. The National Placement Team will enhance those offerings by nurturing direct relationships with national employers. Hoosier has been employed at DCI for three years and has 15+ years of professional experience in healthcare recruiting and staffing. She earned her MBA degree in Healthcare Administration from Wilmington University and a Bachelor of Science in Rehabilitative Sciences with a Concentration in Development Disabilities from Clarion University. Miller, of West Grove, Pa., and a graduate of Shippensburg University, has four years of experience working with clients at the YMCA. Riley, a Wilmington resident and University of Delaware graduate, previously worked in the education arena as an admissions and career services representative.

During the last 6 years he has focused on UK public sector clients and has fulfilled leadership roles in major programmes in civil government, defence and secure government. Here he comments on the application of Benefits Centric Management as a tool to decrease risk and increase control in all scales of change initiatives.

Our senior public sector clients consistently express their view that major IT oriented change initiatives in the UK public sector are widely seen as very high risk and that they personally feel under pressure because of this perception. Given the incidence of high profile coverage describing failures, this view is not surprising.

A benefits-centric approach to management of IT oriented change, if properly implemented, offers a powerful option for programme directors to deliver true value at minimised risk. It is especially applicable in the public sector efficiency context because many programmes cite efficiency as their guiding objective with high level justifications for the specific reductions in cost that they claim to be able to deliver. In turn, process and effort must be instilled to realise the high level benefits otherwise any consequential failure to achieve the goals is predictable and ill-understood.

As with the flavours of many past months, there is no shortage of generic advice on how this should be done (e. g. as part of the Managing Successful Project tool kit from the Office of Government Commerce). It is our experience though, that programmes with a benefits management capability up and running need to avoid establishing processes that report on, but do not inherently manage delivery of benefits.

It is our view that, where a benefits centric programme view is available, real levels of risk to successful delivery are highlighted and in the majority of instances of our experience, this risk is significantly greater than initially expected. Rigorous application of benefit centric management principles has both highlighted extensive shortcomings in the plans for delivery of efficiencies, and provided the route by which plans can be made realistic and achievable and their execution much more certain.

Properly working benefits centric management offers change leaders the ability to wrest back full control of the initiatives and to prevent or reset the reversal of the balance of power so often seen in the client/supplier relationship. Benefits centric management can provide:

 A full framework for management of all contributors. This has proven especially valuable in the multi-supplier environment and is a key element in maintaining a healthy balance in the client/supplier relationships. With the commitments made by suppliers under a benefits-centric approach and the information associated with it, clients can ensure they remain in charge rather than ceding real control to a dominant supplier;  Comprehensive, auditable rationale to support spending bids and business cases. This applies both at top level for example in Treasury submissions, as well as the most detailed costing exercise, for example review of estimates provided by a supplier in response to change requests;  The most meaningful available baseline and integration point for all programme and project planning and control activity, so that decisions can be made in the light of full knowledge of impact on desired outcomes. In effect decision makers are provided with a powerful ‘what-if’ tool, which gives answer in defined in terms of impact on outcomes.

Effective benefits centric management is of course more easily implemented at the outset, but it has been proven repeatedly that it can offer a powerful route to recovery of initiatives that are off track and reinstatement of effective control once the outlook has been improved.

Implementing good benefits centric management requires the experience to bridge the gap between theoretical approaches and real world initiatives. In this article, we set out the main features common to successful implementations and describe the benefits they bring. We will show how benefits centric management must be treated as more than a peer process with other programme support functions, rather that it informs how all planning and control activities are carried out as well as requiring some additional activity integrated with traditional programme support office functions. It is important to understand the differences between benefit centric management and traditional output-specified approaches and the article will explain this. Finally we will offer some real-world examples and suggest what can be learned from them.

To kickoff the 22nd Annual Conference, May 4-7, 2009, that the American Filtration and Separations Society (AFS) is holding in Bloomington, MN, there will be twelve short courses on May 4, 2009. Two of these courses are "Nonwoven Air Filtration Media" and "Electrostatic Charging and Electrets for Air Filter Media."

In the "Nonwoven Air Filtration Media" course, attendees will learn the characteristics of fibrous filter media, the processes for making fibrous filter media, specifications of filter media, pore size distribution, pore size, air permeability and pressure drop.

In the "Electrostatic Charging and Electrets for Air Filter Media" course, attendee will learn electrostatic charging methods and the improvement of filtration efficiency, requirements of electrical properties of a material to make an electret, particle capturing, particle loading, and the effects of fabric defects on the degradation of a filter media.

Instructor - Dr. Peter Tsai:
Dr. Peter Tsai is a senior faculty at the Textiles and Nonwovens Development Center (TANDEC) at the University of Tennessee. He has extensive industrial as well as academic experiences. He has investigated the nonwoven processes to make fibrous filter media for 20 years and developed theories, technologies, and computer programs to improve the nonwoven processes and the product qualities of filter media. He developed several powerful electrostatic charging technologies that greatly improved more than 10-fold filtration efficiency of a filter medium. These charging technologies have been licensed to over 30 companies worldwide. His expertise also includes designs and constructions of the media chargers and industrial meltblown lines.

Highlighting the issue of violence against women and girls in the Democratic Republic of Congo (DRC), renowned playwright Eve Ensler has chronicled her first-hand encounters with women in eastern DRC, where sexual violence has become a routine weapon of war. Her account appears in Glamour magazine today.

Since 1996, sexual violence against women and children in the eastern part of the DRC has been used to torture and humiliate women and girls and destroy families. UNICEF estimates that hundreds of thousands of women and girls have been raped since the conflict began in DRC. In addition to the severe psychological impact, sexual violence leaves many survivors with genital lesions, traumatic fistulae and other physical wounds, as well as unwanted pregnancies and sexually transmitted infections, including HIV.

“Stop Raping Our Greatest Resource, Power To The Women And Girls Of The Democratic Republic Of Congo” is being initiated by the women of Eastern DRC, V-Day and UNICEF on behalf of UN Action Against Sexual Violence in Conflict. The campaign calls for an end to the violence and to impunity for those who commit these atrocities.

“Before I went to the Congo, I’d spent the past 10 years working on V-Day, the global movement to end violence against women and girls. I’d traveled to the rape mines of the world--places like Bosnia, Afghanistan and Haiti, where rape has been used as a tool of war. But nothing I ever experienced felt as ghastly, terrifying and complete as the sexual torture and attempted destruction of the female species here. The violence is a threat to all; young girls and village elders alike are at risk. It is not too strong to call this a femicide, to say that the future of the Congo’s women is in serious jeopardy,” Ensler states.

In her article, Ensler described her June visit to Panzi Hospital in Bukavu, where UNICEF funds medical assistance, counseling, and practical support for women who have experienced sexual violence. The article revealed their intensely personal stories, their undying spirit, and the work of such heroes as Dr. Denis Mugwebe of the Panzi Hospital where many of the survivors, often young girls, are treated.

UNICEF Executive Director Ann M. Veneman who has also been to the eastern part of the Democratic Republic of the Congo, added, “When you have spoken to these women and girls, and listened to their stories, you clearly understand just how devastating their circumstances are. Simple, everyday tasks, like gathering wood or fetching water, expose them to grave danger. They must be allowed to live in a secure environment.”

The “Stop Raping Our Greatest Resource, Power To The Women And Girls Of The Democratic Republic Of Congo” campaign calls for an end to impunity for sexual violence, for measures to ensure that state armed forces and police do not perpetrate sexual violence against women and girls and for the full implementation of national laws that protect and empower women.

Within DRC, partners such Panzi Hospital, Coopi and HEAL Africa as well as survivors, women leaders and local activists, will document personal histories, run educational workshops, and spread the word about sexual violence via radio, comic books, theatre, song, leaflets, and a website. Local womenÂ’s and survivors groups will be encouraged to participate and make their voices heard at all levels of government as well as the judiciary and the police.

V-Day will also highlight the women of Democratic Republic of Congo in its 2009 Spotlight campaign, spreading the word via thousands of annual V-Day benefits and activists. Previous V-Day Spotlight campaigns have focused on Haiti, Iraq, Afghanistan, Mexico, and India.

Funds raised will support local groups that provide counseling, medical services and legal aid on the ground. A centerpiece will be the creation of City of Joy in Bukavu – a centre for survivors who have been left without family, community or the capacity to have children. City of Joy will give them a safe place to live while providing an education, leadership training and a chance to earn income.

It seems that school bullies have been around almost as long as schools themselves. Who among us is not familiar with the child (or group of children) who terrorizes other students with taunts, teasing and, all too often, physical violence?

To suggest, however, that the national problem of bullying is nothing more than "kids being kids" or a child's rite of passage ignores statistics that the phenomena of bullying is increasing in our schools and occurring in earlier grades.

According to Bill Foster, President of School Perceptions LLC -- a firm that specializes in gathering the opinions of students, staff and parents -- bullying is widespread, with over 47 percent of 8,500 middle and high school students who were recently surveyed agreeing that bullying is a problem at their school. Foster adds that if anyone thinks bullying is a problem reserved for older kids, it's not: 42 percent of elementary students reported bullying as a problem. A recent study funded by the U. S. National Institutes of Health that found elementary school bullying to be widespread further demonstrates the problem.

Across all age categories, many students expressed a fear of going to and being in school. In actuality, more than 43 percent of survey respondents reported fearing harassment in the school bathroom and nearly 10 percent of urban high school juniors and seniors reported that they have missed at least one day of school each month out of fear of physical abuse.

The results of bullying are dire. Fearing reprisal, most bullied students don't notify teachers or parents and, as a result, become silent victims. When facing an ongoing abusive situation, some students turn to suicide. In other cases, students seek alternative means to ensure their own safety: According to a National School Boards Association report, more than 135,000 guns are brought to school each day by students, and the most common reason students give for bringing weapons to schools is for personal protection. In the most extreme of cases, school shootings are scenes where the bullied have become the bully.

To be sure, bullying and harassment at school is not a rite of passage; it is a public health crisis. But just as harassment and bullying is sheer terror for children, it is also frustrating for parents and educators. How can parents and educators ensure the safety and wellbeing of their children when most abuse goes unreported? What strategies should be put in place to ensure student safety? How safe do students feel in their schools? The best answers to these questions come from a source closest to the problem: the students themselves.

Quantum Simulations, Inc., a developer of artificial intelligence (AI) tutoring and assessment software, has released the results of a Phase I research study funded by the National Science Foundation to evaluate the Quantum Assessment Advisors, a new AI-based automatic grading and formative assessment software for chemistry.

The research compares the grading effectiveness of the Quantum Assessment Advisors to high school chemistry teachers with classroom experience ranging from four to 25 years. To compare the performance of the Quantum Assessment Advisors with actual teacher grading, identical copies of student papers (250 problem attempts on the topic of oxidation numbers) were given to teachers to grade. The teachers were instructed to not only determine whether a solution was right or wrong, but to assign partial credit for correct problem-solving steps.

Since the student's own work rather than a multiple-choice answer was graded in this study, Quantum's patented consistency rules technology was used to handle unanticipated student errors. This is an important feature of Quantum's formative assessment tool since many student errors cannot be diagnosed by multiple-choice tests, which may force the student to pick an answer having nothing to do with their own solution attempt or thought process. By analyzing the student's actual work, a much more accurate and detailed evaluation of their knowledge and problem-solving skills is assessed. Though effective, this time-consuming process is often not practical for most teachers.

"This study is the first of its kind and demonstrates that the Quantum AI software can quickly and consistently assess student work, freeing teachers to use their time and talents more effectively," states Dr. Benny Johnson, Quantum's President and CEO. "With the Quantum Assessment Advisors, we have developed a robust and reliable assessment tool to help teachers increase their efficiency while providing practical, real-time feedback to students."

It is important to note that this comparison study is not intended as a criticism of the teachers' competency in grading. As most teachers agree, the grading process is prone to error and inconsistency because of the tedious conditions under which it usually must be done — a large number of papers must be analyzed in a limited time, assigning scores based only on brief inspection of each student's work, with the task often becoming dull and repetitive.

Key findings of the study include:

The mean grading score for the Quantum Assessment Advisors was in agreement with those scores assigned by teachers.

The Advisors were more accurate in identifying correct solutions and assigning full credit 100% of the time. One of the teachers failed to identify correct solutions 47% of the time because of an inaccurate answer key the teacher developed — a good example of how the human grading process can be prone to error.

Quantum was more accurate, eliminating inconsistency in grading (i. e. assigning different scores for the same answer given by different students). Quantum also graded more consistently across all student work and problems.

The Quantum Assessment Advisors graded all student work and provided feedback within 3 to 5 seconds. It took teachers over one hour to grade student work, a representative example of the administrative time required to grade papers. This did not include time to provide any comments on student work.

Scheduled for release for the 2007 school year, the Quantum Assessment Advisors for Chemistry allow teachers to enter or upload ANY set of problems into the software or select from a database of pre-stored problems. The student enters their own work into the Advisors online, just as they would work a problem using pencil and paper. Upon submitting the assignment, the software automatically evaluates and grades every step of the student's work and provides immediate feedback and tutoring help on topics and concepts needed to improve future test scores. For the teacher, the software eliminates the administrative time, human error and fatigue associated with grading papers, while providing real-time data for analyzing how the class performed on the concepts tested with drill-down detail to each individual student's work.

Phase II research for the Quantum Assessment Advisors is underway on a national scale and focuses on the effectiveness of formative assessment feedback as a highly effective strategy for improving student learning and achievement. Results will be available later this year.

Eight-year Study Finds Endografts an Effective and Simple Treatment for Popliteal Aneurysm Disease

According to the American Vascular Association, peripheral artery disease (PAD) affects more than 20% of all Americans over 70. Popliteal aneurysm, a form of PAD, is a dangerous ballooning of the main artery supplying blood to the leg. The effects of popliteal aneurysm disease can be devastating, causing clots that can cripple the affected legs or even lead to their amputation.

Popliteal aneurysm, a form of PAD, is a dangerous ballooning of the main artery supplying blood to the leg. The effects of popliteal aneurysm disease can be devastating, causing clots that can cripple the affected legs or even lead to their amputation.

Open surgery has long been the treatment of choice for popliteal aneurysms, but minimally invasive endovascular treatments such as endografts are swiftly gaining in popularity. Endografts are a type of stent-graft, a catheter that expands the leg's main artery, permitting blood to flow unimpeded. Because endograft technology is so new, there have been relatively few studies analyzing its long-term safety and effectiveness. However, today at the 33rd annual VEITHsymposium™, Dr. Eric L. G. Verhoeven, Associate Professor and Consultant Vascular Surgeon at the University Medical Center Groningen (The Netherlands), discussed his eight-year study of endovascular treatment for popliteal aneurysm disease, which found it to be an effective, simple procedure from which patients generally make a quick and long-lasting recovery.

Dr. Verhoeven's group studied 72 cases in which endografts were placed in patients with popliteal aneurysm disease who were found to have suitable anatomy for the procedure. All 72 procedures were technically successful. During follow-up, 16 (22%) stent-grafts occluded (became blocked); 10 needed treatment for this occlusion, but five re-occluded Another eight re-interventions other than for occlusion were required, but half of these can directly be accounted for to the initial learning curve. Only one patient required open surgery, and no patients had to endure amputation. The group also found that treating postoperative patients with clopidogrel added to aspirin during the first eight weeks of recovery resulted in better patency (lack of blockage). Five years into the study, the primary patency was 70%, with a secondary patency of 79%, which is considered an acceptable rate. The group expects these rates to improve with the use of better anticoagulation therapy, such as a six-month course of clopidogrel, as well as from refinements to the technical execution of the procedure.

Based on these study findings and their extensive experience, the group still considers open surgery a first option for good-risk patients; however, for all other patients, especially those who lack good veins for bypass surgery, endografts have proven to be a safe and effective treatment.

Dr. Verhoeven said, "With this study in hand, endovascular repair can be regarded a valid option for treatment of popliteal aneurysm." Depending on the patients' and aneurysm characteristics, the surgeon and patient have to make a balanced choice between endovascular or open treatment.
