Health problems are frequent in chained dogs as a result of extreme weather, insects, and attacks from other animals.

Chained dogs are often the victims of harassment and sometimes even theft or abuse by strangers without a means to defend themselves against attack.

Chaining a dog outside for extended periods of time has been declared inhumane by many humane organizations, and also by the U. S. Department of Agriculture. Many communities have passed anti-cruelty laws that restrict or eliminate the practice, but countless neglected, chained dogs still have no voice.

If there is a dog in your neighborhood who is frequently chained and seems neglected, find a safe way to help. Just one dog freed from this life of despair is a victory in the battle against animal cruelty everywhere.

If you have a dog, don't chain him up! Learn other ways to keep your dog company while outside.

Contact your local animal care and control organization if you see a dog in your neighborhood who is frequently chained outside or who looks to be deprived of adequate food, water, shelter or veterinary care. Animal care officials will know the animal cruelty laws in your area, but even if no laws are being broken, they can often intervene and help dogs in other ways. Once you've reported the situation, don't be afraid to follow up; you may well be the dog's last hope.

If you're still concerned about an outside or neglected dog, talk to the dog’s owner. If you cannot remove the dog from the situation completely, you may be able to help him in other ways, such as by helping his owner install a fence, eliminating the need for a chain, or by obtaining permission to take him for a walk once a day.

Volunteer to educate people about dog chaining or become a leader in the effort to get dogs off chains in your area.

If you've been thinking of adopting a dog, consider adopting a rescued chained dog. It will require some extra work and patience,. but the reward — turning a life of misery into a life of joy and love — will probably be one of the most gratifying experiences of your life.

Many people dread aging, envisioning themselves sitting around, whittling away their memories. But others, like Concord, NH, residents Mary Lou Fuller, 77, and Kay Amsden, 75, have embraced “old age” and literally recreated their lives. The results have inspired and motivated many to develop a positive outlook on the opportunities available in their senior years.

Fuller and Amsden are the author and editor of four books and three speaking programs, all of which were developed to inspire senior men and women to embrace life and live it to its fullest. As part of Healthy Aging Month in September, Fuller and Amsden are reaching out to senior audiences with their message of positive living and learning.

"Your enthusiasm for living life and not quitting because you've reached a certain age is inspiring," said Leann Briggs of Harvest Hill Retirement Community in Lebanon, NH, where Fuller and Amsden have presented their inspirational program. The University of New Hampshire’s President’s Commission on the Status of Women called Fuller and Amsden, “examples of strong and wise women” and their presentations “deeply moving, inspirational and witty.”

Fuller knew she couldn’t sit still during her senior years. When she retired, she decided to turn her efforts toward a creative way to express her thoughts and feelings about aging to help others. Amsden was happy to help her.

“Our senior years became a time to be creative to make those choices that enriched our lives,” explains Fuller. “Simply coping with aging wasn’t enough. We had to change direction and meet it head on. It’s really great to age — we can be outrageous without having to apologize for it.”

They are not alone. According to a retirement survey by Merrill Lynch released in 2005, 76% of baby boomers intend to keep working in retirement. Most anticipate that they, like Fuller and Amsden, will retire from their pre-retirement jobs and launch into second careers.

Fuller and Amsden met in 1980 and have been lifelong friends and partners ever since. Sharing her experiences on nurturing one’s mind, body and spirit, Fuller looks for the humor in aging in her programs through personal anecdotes on topics such as what’s in a memory, getting out of the fast lane, back pain 101, older is better, and planning a unique farewell.

Now in her 70’s, Fuller began her writing, publishing and speaking career after retirement. The pair have received rave reviews from organizations all over New England for their candid and unique perspective on life.

– To better help horse owners and veterinarians combat the deadly double threat of West Nile virus and encephalomyelitis, commonly referred to as sleeping sickness, Fort Dodge Animal Health is introducing a line of West Nile-Innovator™/Encephalomyelitis combination vaccines. “Although the widespread advancement of West Nile virus has been capturing all of the headlines, we have also experienced an alarming increase in cases of equine encephalomyelitis,” said Lynn Bixler, Marketing Manager for Equine Biologicals at Fort Dodge Animal Health. “Parasitologists report that mosquitoes can carry and transmit both the West Nile virus and dangerous strains of encephalomyelitis. We know that the key to preventing these life-threatening diseases is early and regular vaccination.”

The new West Nile-Innovator vaccines are available in four different combinations to protect against West Nile virus, Eastern equine encephalomyelitis (EEE), Western equine encephalomyelitis (WEE), and Venezuelan equine encephalomyelitis (VEE). With the various combinations, veterinarians can customize protection for horses based on the risks of diseases in their regions. Two of the formulations include tetanus.

All of the newly licensed West Nile-Innovator vaccines contain the first USDA-approved West Nile virus developed by Fort Dodge Animal Health. The West Nile-Innovator vaccine has been proven safe and effective in the face of the recent and deadly national outbreak. “Millions of doses of West Nile-Innovator have been given safely to horses coast to coast in the past two years, and played an instrumental role in protecting and. more importantly, reducing the incidence of the disease in horses in some areas,” said Bixler.

While complete data for 2003 has yet to be compiled, the U. S. Department of Agriculture (USDA) previously made projections of equine West Nile virus cases that illustrate the important role vaccination plays in prevention. An information sheet published earlier this year by the USDAÂ’s Animal and Plant Health Inspection Service forecasted that the northeast and southern regions of the United States would experience fewer new cases of the equine West Nile virus in 2003, attributing the decline to protective immunity created by West Nile virus vaccination, or prior natural exposure to the disease.

As the disease continues to spread westward across the country, the government report also predicted that the western region may experience an increased incidence of the disease in 2003, because effective immunity through vaccination or disease exposure has yet to impact the majority of the horse population in these regions.

At the same time, the animal health community has become extremely concerned with the proliferation of encephalomyelitis, particularly EEE – also known as sleeping sickness – which has increased dramatically in the past two years, especially in the southeast.

Health agencies reported a record number of horses infected with EEE in 2003. In some areas, the number of cases has risen nearly 8,000 percent compared to a year ago. EEE, which has a 90 percent fatality rate, runs in cycles, and equine experts predict it can spread rapidly across the country like West Nile virus.

“While these diseases have similar symptoms and are often mistaken for each other, vaccination for West Nile virus will not protect horses from EEE, nor will an EEE vaccine protect against West Nile,” explained Bixler. “Our innovative combination vaccines ensure maximum protection against both potentially fatal mosquito-borne diseases in one convenient vaccine.”

Vicki Rolens, Managing Director of the Federation of American Consumers (FACT), says that the association has received a number of queries concerning the United States Postal Services (USPS).

“People are understandably confused,” she says. “Is USPS government run or private? Is it supported by postal rates or our taxes? Can it raise rates at will or must it obtain approval? Is it going broke? And, if it does go broke, what happens to my mail?”

Rolens said the queries have prompted FACT to prepare a USPS report for its members.

“The USPS,” says Rolens, “is best described as a quasi-public agency. It does receive an annual appropriation from Congress, but it is run by a Board of Governors and is primarily supported not by taxes but by the money it is paid by its customers.”

The agency can borrow money from the U. S. Treasury, as much as $3 billion in any given year up to a maximum total debt of $15 billion.

“The USPS actually made a little money in 2004, 2005 and 2006,” says Rolens, “but it has had significant losses in the years since. It now faces a situation where it may not even have the cash required to make its FY2010 payment to its Retiree Health Benefits Fund. The agency is asking Congress to amend current law and thereby abolish required annual payments to this Fund.

“USPS is in a really tough spot, as may of its services are being offered at rates which are below their costs -- but federal law prohibits postal rates to go up at a rate higher than the Consumer Price Index.”

She says that the myriad problems facing USPS will undoubtedly impact the consumer -- if not now, then soon. For millennia man wrestled with the idea, in modern times Hollywood presented very compelling arguments concerning the matter. Movies like "The Lord of the Ring" and "The Matrix" have painted portraits of man being more than man, having extraordinary abilities that so separates mere mortals from gods. These influences, however, were based on fiction for the purpose of entertainment. But could there ring an aura of truth somewhere in between the intriguing plot twists? Author S. D. Rudd believes so. In his breakout novel he portrays a young man with similar abilities to that of a blockbuster Sci-fi phenomenon. Using bible scripture as a reference, Rudd even suggests that God expects for man to be just like Him.

The bold statements made by the young author ignited a flame of outrage among many people of the Christian faith. When questioned about the comments that were held as blasphemous, Rudd simply went on record by stating “hey, I only told them what the prophets and the apostles wrote [in scripture].” He went on to say that “it’s not my job to convince them. Besides, if they don’t believe the same book they say they study and preach every Sunday to a sold out audience, then we’ve discovered the real problem here. The real problem is they just don’t believe [the bible]. I minister this at my father’s church back at home and the people practically run around the building. They believe [this doctrine].”

Rudd elaborated on the man and God ancestry connection, explaining how he believes it was never GodÂ’s intent for man to get sick, suffer from poverty, or to even die in this life. Under this doctrine, mother earth was supposed to be the real heaven and, during the time of Adam and Eve in the Garden, there was never supposed to be another heaven made of gold and precious stones.

When asked if he thought that Adam and Eve could fly, Rudd replied with an involuntary smile “they can if they want to.” Massive controversy stampeded in the religious community behind statements like these. Religious leaders, although not all, felt that there were no connections at all between God and man except for the fact that man is the creation of the God.

Even with all the criticism, Rudd maintained a healthy attitude. “It’s easy for people to believe something bad,” he said. “If I told you ‘I hate you, I don’t even like being around you’ chances are you’re not gonna’ evaluate what I say to see if it’s true. But if I said ‘I love you’ the first thing that comes to mind [he snaps his fingers] ‘Mm hmm, we’ll see.’ You wanna’ prove it and not because you think I’m lying, but because it’s naturally difficult for most people to accept something good. They want to see where the catch is. Problem is, there is no catch. It’s just a good thing and that’s the truth.”

S. D. Rudd was introduced to the blockbuster “Left Behind” series, written by Jerry B. Jenkins and co-written by Tim LeHaye, and read the first four books of the twelve part series in less than two months. From that day forth he was enamored with Christian thrillers, from Frank Peretti to Ted Dekker. Rudd ghostwrote several novels for other authors and is a major article contributor for Lift magazine (a Christian publication), and is currently working on his next three book projects, two of which scheduled for release early 2006. Money is Main Obstacle to Retailers Moving Online

Distance shopping expert Zendor has followed up its research into the online retail market with a further in-depth study of more than 50 top retailers. The original research highlighted that a large proportion of retailers do not have a transactional website and many are yet to move online. The new study reveals the reasons behind their reluctance and identifies the main cause for concern - Money.

Zendor’s initial research found that a large number of top retailers do not yet have a transactional presence online despite the buoyant market; 75% of those in the home and garden retail sector; 65% in clothing and footwear and 60% in health and beauty have yet to make the move. These surprising results prompted Zendor to try and identify exactly what is behind this ‘nervousness’ about taking the step online.

Zendor conducted discussions with more than 50 retailers who had not yet ventured into online selling and this revealed a common theme – money. Feedback from over half the retailers spoken to included financial concerns; ‘We don’t feel there is sufficient money in it’, ‘It won’t be cost-effective for us’, and ‘We can’t afford it at the moment’. Other reasons included the fact that they had ‘tried before and failed’ or that ‘our competitors aren’t doing it so why should we?’.

The results are surprising because with the online market so buoyant - Verdict research forecasts that the online market will triple over the next five years (e-Retail 2004) – Zendor expected the vast majority of retailers to be at least looking at developing an e-commerce channel. The benefits have been proven by many retailers selling online and include providing customers with more choice and convenience, driving the halo effect (multi-channel shoppers spend more than single channel customers) as well as reducing the risk of losing customers to competitors who are already selling online.

Retailers’ reluctance may be due to the fact that they are more likely to fail if they lack the right knowledge and expertise, particularly in the area of fulfilment – an area that is notoriously difficult to get right. Zendor suggests that for those without the necessary expertise, they can reduce the risks and keep entry costs low by outsourcing to an established fulfilment provider or at least calling on an expert in the field. They should also consider that the lead-time to transactional selling may be up to 1 year – so the costs do not tend to be immediate and can be spread out over that time.

As for those retailers who have tried and failed in the past, Zendor points out that the market has matured substantially over the last 2 to 3 years; online shopping has now become more widely accepted to the point where customers invariably expect it. Many retailers have learned from their initial mistakes, are reviewing their websites, and are once more taking the plunge with renewed optimism and often with different objectives – objectives around improved customer service and relationship building are increasingly common, rather than being purely financially based.

Finally, Zendor’s investigation also found that retailers were reticent about developing a transactional website if their competitors had not moved online yet; despite the opportunity to ‘steal the march.’ Many retailers prefer to focus on store development, with a multi-channel strategy taking a back seat. Zendor feel that this could be an expensive mistake, as there is a lengthy learning curve involved in online or multi-channel retailing for those retailers who are only used to trading via the high street, and waiting until the competition makes a move, could prove costly while the retailer struggles to catch up.

Nick Allen, Zendor Chief Executive, says, “The online retail market is developing fast and retailers who hold back too long now risk missing the boat. It is unlikely that there will be enough room for everyone, so those who are concerned about how much it’s going to cost them to go online should now start thinking, ‘How much will it cost us if we don’t?’
