As the Taxpayer Bill of Rights 2 enters its 10th year, the IRS is expanding its scrutiny of thousands of charities and private foundations to collect information on their compensation practices and procedures. While some not-for-profits have heeded the warning of the IRS and been proactive in ensuring their practices are sound and compliant, many have not, and are exposed to the risk of penalty and bad publicity.

Through its research and extensive work with not-for-profit firms, Hay Group (http://www. haygroup. com), a global organizational and human resources consulting firm, has found that some charities and tax exempt organizations are unprepared for the level of IRS scrutiny and the extent of work that needs to be done to make sure the compensation practices are appropriate.

“Board members of not-for-profits – just like their for-profit peers – must realize their roles and responsibilities when it comes to executive compensation,” said Adam E. Meyers, Vice President and Director of Hay Group’s Not-for-Profit Practice. “There are a number of key questions that boards and executives must consider when developing these plans or pay potential penalties.”

Key sectors affected by this are hospitals and healthcare systems, educational institutions, community service organizations, and foundations.

Stakeholder Expectations

Fairness is a key consideration when reviewing pay practices and issues regarding executive reward structures. Other issues include insurance, retirement, and deferred compensation.

Boards should be prepared to answer the following questions:

1. Are compensation plans, approval processes, and reporting sufficiently transparent?

2. Is the board governance process on compensation appropriate?

3. Do executive benefit programs conflict with all-employee benefit policies?

4. Are the severance payments appropriate for voluntary and involuntary termination?

5. Are compensation programs tax compliant?

Strategy, Environment, and Operational Performance

“While many not-for-profit organizations want to attract the best talent to their executive ranks and compensate them appropriately, the compensation plan must still be competitive with executives in the relevant peer group,” said Meyers.

Hay Group recommends that these organizations ensure that all elements of the reward structure for their executives are appropriately aligned with their internal and external competitive environments (questions 6-8) as well as with the organization’s operational strategy and performance (questions 9-12).

Boosting the body's levels of natural antioxidants could be the key to a long life, according to US scientists. Mice engineered to produce high levels of an antioxidant enzyme lived 20% longer and had less heart and other age-related diseases. If the same is true in humans, people could live beyond 100 years. The University of Washington work backs the idea that highly reactive oxygen molecules, called free radicals, cause ageing. Free radicals have been linked with heart disease, cancer and other age-related diseases.

The International Journal of Food Sciences and Nutrition 2004 published results showing that Reishi caused a significant post-ingestion increase in plasma antioxidant capacity with peak response at 90 min. Increase in urine antioxidant capacity was seen within 3 hours. Results indicate that Reishi intake causes an acute increase in plasma antioxidant capacity.

Reishi is a powerful antioxidant; in a laboratory study Reishi significantly elevated the free radical scavenging ability of blood and was so strong that even after the Reishi extract was absorbed and metabolized the scavenging effect still continued. A compound called GLB 7 actually decreases the production of oxygen free radicals. Dr. Vladimir Kupin of the Cancer Research Centre in Moscow discovered that Reishi was more effective as a free radical scavenger than isolated refined compounds. A laboratory study with fruit flies that have a very similar genetic make up to humans and are often used in experiments proved that Reishi significantly lengthened the life span of those that had been fed Reishi compared to controls.

Cancer and Dietary Antioxidants

Epidemiological studies show that a high intake of anti-oxidant-rich foods is inversely related to cancer risk. Animal and cell cultures confirm the anticancer effects of antioxidants.

Cancer treatment by radiation and anticancer drugs reduces inherent antioxidants and induces oxidative stress, which increases with disease progression. Experimental studies show that antioxidant vitamins and some herbs selectively induce apoptosis (cell death) in cancer cells but not in normal cells and prevent angiogenesis and metastatic spread, suggesting a potential role for antioxidants as adjuvants in cancer therapy. Reishi has been shown to suppress cell adhesion and cell migration of highly invasive breast and prostate cancer cells, suggesting its potency to reduce tumor invasiveness.

Accumulation of excess free radicals causing oxidative damage to cells is one of the contributing factors in ageing and has been implicated in many diseases, including cancer. The human immune system and antioxidant activity becomes weaker and less efficient with age; this reduced effectiveness helps to explain the rising incidence of cancer and life threatening infections in older people. It is thought antioxidant supplements could help to maintain bodily processes and prevent a significant number of degenerative diseases, especially those of the immune, cardiovascular and liver functions. Antioxidant supplementation has shown a remarkable ability to forestall age related changes to the immune system and even reverse many aspects of immune function in subjects with damaged immune functions.

Extracts from medicinal mushrooms are classified as nutraceuticals, i. e. dietary supplements. Functional food science is a rapidly evolving discipline researching ways to maintain good health and improve homeostasis and thus create conditions for reducing the risk of disease. It is quite distinct from medical and pharmaceutical sciences where the objectives are mainly to eliminate, cure or control diseases rather than to fortify the body and prevent disease. Functional foods are poised to play an increasingly important role in developed nations to curtail spiraling health care budgets.

It is widely recognized that diet has a critical role in general health and that many types of cancer can be linked to inappropriate diets. Causes of Depression

Depression has no single cause. The illness often runs in families. Commonly, mothers feel mild distress that usually occurs a few days to weeks after giving birth. During this time, women may have feelings of sadness, anger, anxiety, irritability and incompetence. Scientists have discovered a novel way by which a much-studied cancer-promoting gene accelerates the disease. The finding suggests a new strategy to halt cancer's progress.

Scientists have discovered a novel way by which a much-studied cancer-promoting gene accelerates the disease. The finding suggests a new strategy to halt cancer's progress.

Up to now, research has largely focused on how the mutated gene, Myc, disrupts the ability of DNA to be "transcribed" into RNA - the first step in making proteins that are essential for cell growth and function. But the new research shows that this altered Myc gene, called an oncogene, can also act directly on the final stage of protein production.

The finding in mice suggests that drugs already available to counter this increased protein production could slow or stop cancer's runaway growth induced by Myc. Rapamycin, for example, an immunosuppressant drug already in clinical trials for cancer, might help treat cancers where Myc is over active, the scientists suggest.

The discovery was led by Davide Ruggero, PhD, and Maria Barna, PhD, faculty scientists at the University of California San Francisco (UCSF).

Study findings were published in the journal "Nature" (December 18, 2008).

"Control of protein production rapidly affects cell behavior, and in a robust manner," explains Ruggero, assistant professor of urology at the UCSF Helen Diller Family Comprehensive Cancer Center and co-senior author on the paper with Barna. "The ability of the Myc oncogene to directly alter this process may well explain the rapid progression of cancer formation."  

Scientists have known for some time that when the Myc gene is mutated and becomes an oncogene, it interferes with the early steps in DNA activity in the cell nucleus. But how the oncogene affected the subsequent production of proteins, a step known as translation, was unknown.

"A cancer causing gene, such as Myc, regulates many distinct cellular processes, and that can make it very difficult to tease apart which ones are the most important for the cancer to progress," says Barna, a faculty fellow in the UCSF biochemistry and biophysics department. "The key to our studies was the ability to generate novel genetic tools to halt Myc's action on protein production. This demonstrates how essential this process is for cancer formation."

To test whether protein production induced by Myc played a role in cancer, the UCSF - led team genetically crossed two types of mice: one that was cancer-prone and overexpressed the Myc oncogene and one that was newly engineered to lower protein production. The new cross of mice possessed not only the well-known destructive Myc traits, but also an enhanced ability to damp down protein production.

In these mice, the restrained protein production restored to near-normal the cell growth, division and protective cell-sacrifice needed to counter cancer.

The scientists also found that this increased control over the so-called "translation" of RNA into proteins countered damage to chromosome function otherwise caused by Myc, and preserved functions vital to faithful cell division. Changes in the genetic integrity of cells are recognized as hallmarks of cancer, and the new findings show that Myc can cause these abnormalities through control of protein production.

The research suggests that Myc may disrupt a number of genes "downstream" of its damage to DNA, the scientists say.

"We discovered a previously unrecognized link between alterations in protein synthesis and the mechanism by which cells maintain the integrity of the genome," Ruggero stresses. "We found that when Myc is overexpressed, this leads to changes in protein levels of a key gene that is essential for normal distribution of genetic material between daughter cells during cell division."

The findings are a positive step, he emphasizes, because they suggest that halting Myc's action on protein production with targeted therapies could prevent harmful genetic changes in cells that lead to cancer progression.

Co-authors with Ruggero and Barna are Aya Pusic, BS, scientific research assistant; Ornella Zollo, PhD, and Maria Costa, PhD, postdoctoral fellows, and Nadya Kondrashov, BA, all at UCSF; Eduardo Rego at the Center for Cell Based Therapy, Fundacao Hemocentro de Rebeiaro Preto, Sao Paulo, Brazil; and Pulivarthi Rao in the Department of Pediatrics, Baylor College of Medicine.

The research was funded by the National institutes of Health and the Sandler Foundation.
