Senator Kerry will begin focusing Friday on political cronyism in the Bush administration, especially the connections between Halliburton and Vice President Cheney, former Halliburton CEO, according to MondayÂ’s Washington Post. Halliburton's Iraq contracts have yielded nearly $12 billion worth of work to date, four times as much as the second-place U. S. contractor in Iraq, Bechtel, with $3 billion worth of work to be completed by the end of 2005 for USAID. Sheryl Tappan was involved in the Iraq contracting and has the hard evidence of cronyism in the Halliburton contract awards that Senator KerryÂ’s campaign needs. She has just presented the facts in a daring new book, "Shock and Awe in Fort Worth: How the U. S. Army Rigged the 'Free and Open Competition' to Replace Halliburton's Sole-Source Oil Field Contract in Iraq."

After the Pentagon was forced to reveal in March 2003 that it had secretly awarded $7 billion worth of Iraq oil field work to Halliburton KBR, the Army Corps of Engineers’ Fort Worth District was supposed to give other contractors a chance to bid on the work. The irony is the competition for the two replacement contracts turned out to be far more corrupt than the original sole-source award. The competition appeased Bush administration critics because the bidders who realized it was a sham have been afraid to speak out and so the fraud was never revealed — until now. Last summer, Sheryl Tappan led Bechtel’s proposal team in that competition until she discovered it was a sham and recommended Bechtel withdraw, which it did.

Cheney, former Halliburton CEO, has been accused of giving the Iraq oil field work to his cronies based on circumstantial evidence, not proof. Big business IS Republican, but political contributions or financial ties are not enough to convict or defeat Cheney and Bush. CheneyÂ’s critics have never identified the bureaucratic pathway by which the payback could have been achieved, or even a single link in the chain. Tappan has. Her book names individuals at the Corps and shows how they lied and cheated HalliburtonÂ’s competitors and violated federal law. "Bidders who know what happened have never complained for fear of losing their chances of winning future government work," Tappan said, "but as an independent consultant, IÂ’m not bound by this code of silence to which federal contractors adhere." (Earlier last year, she was responsible for the proposal that won Bechtel the Iraq civil infrastructure reconstruction contract from USAID.)

According to articles in The New Yorker in February, HalliburtonÂ’s secret $7 billion contract was authorized at the "highest levels of the Administration" (source: The New York Times) and "anything that has to do with Iraq policy, CheneyÂ’s the man to see, heÂ’s running it..." (source: "a businessman with close ties to the Bush administration"). The missing links Tappan identifies in "Shock and Awe in Fort Worth" include generals as well as contracting staff responsible for selecting the Iraq oil contractors and overseeing their performance. "I believe they should all be prosecuted for procurement fraud, corruption, and conspiracy, committed more openly and arrogantly than IÂ’ve ever seen," Tappan said, "and the Inspector General is supposed to be conducting an unbiased investigation of Halliburton KBRÂ’s overcharging, but certain of his actions suggest he may be involved in the favoritism toward Halliburton as well."

Kerry needs a path forward out of the quagmire of federal contracting waste and abuse. Halliburton’s highly publicized overcharging for delivering fuel and serving meals to troops in Iraq reveal what Tappan calls "just the tip of the iceberg of federal contracting problems, problems that are only going to get worse." The U. S. Government depends on private contractors to perform hundreds of billions of dollars’ worth of work every year. Due to the war in Iraq, Bush’s outsourcing initiative, and other factors, that dependency and those contract dollars have been increasing at a dramatic rate. At the same time, the number of federal personnel who select the contractors and oversee their performance has been decreasing at an even faster rate — by 50% at DoD in the last decade alone, and half of the remaining procurement staff are expected to retire by 2007. "It doesn’t take a rocket scientist to see that these two trends are on a collision course, and the fallout will be devastating to government operations, be they at war or at home," says Tappan, "and we’ll all suffer — taxpayers, children, retirees, not just the military; education, health care, all government services, not just defense."

While bestsellers have been attacking the Bush administration from the left, or defending it from the right, "Shock and Awe in Fort Worth" is the first book to present a constructive, nonpartisan examination of the Iraq contracting debacle and to identify a path forward out of the quagmire of financial waste and potential abuse that the governmentÂ’s large, cost-reimbursable contracts have become. Tappan presents a tough three-point plan to achieve the level of transparency and accountability required on mega-contracts like HalliburtonÂ’s in Iraq, but it will undoubtedly be controversial. "I fear," she says, "that without a radical reassessment, the government will apply its usual solutions, which just donÂ’t work; theyÂ’re all smoke and mirrors, as I explain in my book."

– The Massachusetts Medical Society and Hopkinton Community Access Media (HCAM-TV) have announced a new partnership to bring health and medical information to the patient population in Massachusetts through programming for public access television stations in communities across the state.

MMS and HCAM-TV are producing a new, monthly, 30-minute talk show called “Physician Focus with the Massachusetts Medical Society.” Featuring physician members of the Medical Society and other noted health care providers as guests, “Physician Focus” is designed to provide useful information on a wide range of important health and medical topics in an easy-to-understand, conversational format.

The commercial-free program is being produced through the courtesy of Hopkinton Community Access Television and its station manager, Jim Cozzens. The Medical Society, which develops topics and secures guests for the program, is distributing the show as a public service to public access stations across the state. Currently, 15 such stations have expressed interest in broadcasting the program, spanning the state from the Berkshires to Cape Cod to Cape Ann.

Hopkinton resident Bruce Karlin, M. D., a practicing internist in Worcester, is the program host. Cozzens and Karlin created a health program for the Worcester District Medical Society that continues to be produced at WCCA-TV 13 in Worcester.

The aim of the show is clear, says Dr. Karlin. “We take a health care topic of wide interest and discuss it in detail in layman’s language,” he says. “The Massachusetts Medical Society has members with expertise on many topics, and we want to share that information to help patients throughout the Commonwealth improve their health care.”

The first television program, titled “Geriatric Medicine and the Older Driver,” and focusing on the health care needs of senior and elderly patients and the topic of the older driver, has been distributed for December viewing. Upcoming shows will take a look at health literacy, end-of-life care issues, diabetes, osteoporosis, emergency access and care, noise and hearing loss.

The television program is the latest part of a larger public information and media outreach program conducted by the MMS Communication and Public Health Departments. Begun in August of 2003 with print media, it now includes radio, television, and internet.

The Physician Focus series has examined such subjects as menÂ’s health, women and heart disease, hearing loss, choosing a physician, sexually transmitted disease, emergency medicine, the older driver, and concussions, among others.

It was a star-studded soiree with celebrities -- and the evening more than met its goal of raising at least half a million dollars for health and education in India. Over 600 movers and shakers from the tristate area came together at Pier Sixty in Manhattan for the Crystal Ball, organized by Children's Hope India to celebrate its 15th year of service to children. This New York based organization of women professionals has raised hundreds of thousands of dollars over the past one and a half decade to support children's projects in India and the US.

The guests included people from many communities, from the worlds of business, finance, medicine, and the arts. The chief guest was the Consul General of India, Neelam Deo, accompanied by Dr. Pramod Deo. Fashion designer Rachel Roy and the Hip Hop mogul Damon Dash were also present.

A highlight of the evening was a reading by Pulitzer Prize winner Jhumpa Lahiri, from her upcoming book 'Unaccustomed Earth.' CH 2 member Pooja Midha, who introduced Lahiri, also took questions from the appreciative audience for Lahiri about her work. For the guests it was a rare treat to hear Jhumpa read since fans won't get to lay their hands on the book till April 2008!

A special surprise for the audience was the presence of two Bollywood personalities: Anupama Chopra, author of the critically acclaimed 'SRK: King of Bollywood' and filmmaker Vidhu Vinod Chopra who has given fans such films as 'Parineeta,' and the Munnabhai films, and whose 'Eklavya' has been selected as India's official entry for the 2008 Oscars.

Actress Sarita Choudhury, who is currently starring in the off-Broadway play, 'The Rise of Dorothy Hale' introduced the work of Children's Hope with an evocative short film about Kathputli Colony, a slum in Delhi where the organization has introduced nonformal learning centers, crèches and performing art centers for the children.

As Dina Pahlajani, president of Children's Hope, observed, "As parents, we know to be a productive, self reliant adult a child needs more than just education, or nutrition or medical care. In these formative years a nurturing and enriching environment is equally important. Keeping this in mind, our care in all our projects is multi-faceted."

The event celebrated philanthropy and the art of giving through the recognition of people whose actions change the community for the better. The prestigious Lotus Award was presented to Raphael and Linda Benaroya, who are active in civic and philanthropic endeavors on local, national and international levels.

Social entrepreneur Benita Singh, the co-founder of Mercado Global, who was recently profiled on the cover of Newsweek as one of 15 people "who make America Great", received the Making a Difference Award for her innovative work with craftspeople in developing nations.

“In addition to going to an American Board of Plastic Surgery (ABPS) certified plastic surgeon for liposuction, the most important step toward making sure you have a safe procedure is asking your surgeon the right questions and understanding the decisions that you and your surgeon make together,” says Dr. Sam Speron, plastic surgery expert and consumer advocate. “There is no substitute for having the knowledge to make intelligent choices to ensure a safe surgical outcome. Over the years, advances in liposuction techniques have allowed for ever increasing amounts of fat to be removed. Now more than ever, you need to be smart about choosing a plastic surgeon who addresses your individual needs and condition to ensure a safe and pleasing outcome.”

According to the ASPS, liposuction is one of the most popular cosmetic plastic surgery procedures, with more than 320,000 procedures performed in 2003 - second only to nose reshaping. There are a number of points patients should discuss with their physicians before choosing to have liposuction:

Techniques – No one liposuction technique is best suited for all patients in all circumstances. Discuss with your plastic surgeon which technique is appropriate for you, depending on your overall health, body mass index and the amount of fat to be removed.

Anesthesia – Discuss with your plastic surgeon which anesthesia or anesthetic combination is right for you. Also, a physician should have the primary responsibility for providing and/or supervising your anesthesia.

Patient Selection – You should receive a thorough preoperative history and physical examination from your surgeon before having liposuction. Even though liposuction is generally an elective procedure, you must be assessed using the same standards as those used for anyone undergoing any type of surgery.

Liposuction Volume – If your plastic surgeon agrees to perform large-volume liposuction consisting of more than 5,000 cc’s total fat, the procedure should be performed in an acute-care hospital or in a facility that is either accredited or licensed. You should also be monitored overnight in an appropriate facility by qualified and competent staff.

Multiple Procedures – Having multiple procedures done at the same time increases the potential for complications, particularly with large-volume liposuction. Patients having large-volume liposuction should discuss with their plastic surgeon about having one surgery at a time to limit their risk for serious complications.

Postoperative Care –Attend every one of your follow-up appointments. During these appointments your plastic surgeon will assess your postoperative recovery and satisfaction, as well as wound healing and scar maturation.

Facility Selection – While a surgeon can safely perform most liposuction procedures in an accredited office-based surgery facility or ambulatory surgery facility, hospitalization may be required for some patients. Talk to your plastic surgeon to determine which facility is right for you.

Training and Qualifications – Patients should understand that liposuction is a surgical procedure, and as such, physicians performing liposuction should be trained as surgeons. Physicians who perform liposuction without having surgical training may not be as prepared as trained surgeons to handle an unexpected complication when it occurs.

Facility Accreditation – Patients should make sure plastic surgery performed under anesthesia, including liposuction, is performed in a surgical facility that is either accredited by a national or state-recognized accrediting organization, certified to participate in the Medicare program under Title XVIII or licensed by the state in which the facility is located.

Raleigh, NC (PRWEB) October 27, 2004 – Entrepreneurs, the television show, has announced a portion of the proceeds from the Entrepreneurs Celebrity Golf Classic will be donated to Ronald McDonald House Charities of Durham and Smiles for Little Faces. The creation, production, and management of the event is one of the projects being undertaken by contestants on the new REALity show, due to air locally on FOX 50 television in February of 2005. Many local and internationally known celebrities have already committed to being a part of the golf tournament, and all phases of the event will be videoed for potential airing on the show. The event is to be held at Prestonwood Country Club in Cary, NC.

“We wanted to do something to benefit the community in a very real way,” said Bob Winstead, executive producer of the show. “It’s difficult to think of a better method than supporting the efforts of Ronald McDonald House through one of our projects.”

The events of the Entrepreneurs Celebrity Golf Classic will begin during the evening of Friday, 12 November 2004 at a celebrity auction and gala. This will include a reception for the sponsors, a pairings party to determine the foursomes for the tournament, and a silent auction of important sports items and memorabilia to raise money for the charity.

The Golf Classic itself will take place on Monday, 15 November 2004. Participants will check in at a continental breakfast at the Prestonwood clubhouse, with the tournament beginning at 10:00AM with a Shotgun Start. There will also be a golf clinic for participants held by PGA, LPGA, and SPGA representatives. The event will end late that afternoon with a reception and celebrity social, followed by the presentation of awards at the participant dinner.
