On HBO's First Look, Nikki Blonsky, Hairspray's plus-sized star said, "The time is coming for people who are different. You can just be who you are and you don't have to try to be anybody else."

Blonsky could be right. Celebrities like Ugly Betty's America Ferrara, Dream Girls' Jennifer Hudson, American Idol winner, Jordan Sparks, and Kelly Clarkson, are all talking about how they are happy with their body type and content with who they are. In addition to having a major impact on the structure of health care costs for most Americans, the recently passed health care reform act will phase in many tax consequences for individual filers starting now and continuing through 2013.

“Americans have witnessed an historic health care bill become a reality. While navigating how this will affect payments for procedures and what we’ll pay in the future, it’s prudent to evaluate what tax changes will be phased in as a result,” said John Hewitt, CEO of Liberty Tax Service.

Liberty Tax has outlined these significant areas that will greatly impact how taxpayers can claim medical deductions and benefits:

A Change in the Threshold for Itemizing Medical Deductions:
One significant change on the horizon involves an increase in the threshold for itemized medical deductions that can be claimed. This Act raises the threshold for the itemized medical expense deduction from 7.5 per cent of Adjusted Gross Income (AGI) to 10 percent of AGI for regular income tax purposes, effective for tax years beginning after December 31, 2012. However, individuals age 65 and older (and their spouses) would be temporarily exempt from the increase. The exemption for seniors would apply to any tax year beginning after December 31, 2012 and ending before January 1, 2017 if the taxpayer or the spouse attained age 65 for the tax year.

Currently, when the taxpayer has paid health care expenses, they may have had larger itemized deductions to reduce their taxes. With the change, reduced health care costs could put them at a standard deduction. Even though lower health care costs may be more of a dollar benefit than lower taxes, taxpayers may not associate the two, and be unhappy with the higher tax bill.

An Increase on the Tax for Non-Qualified Distributions from HSA:
The Patient Protection Act, as amended, increases the additional tax on nonqualified distributions from health savings accounts (HSAs) from 10percent to 20 percent and from Archer MSAs from 15 percent to 20 percent effective after tax year December 31, 2010. This package also caps health FSA contributions at $2,500 per year after 2012, which is indexed annually for inflation after 2013.

A Nondeductible Flat Dollar Penalty for the Uninsured:
The Patient Protection Act, as amended by the House Reconciliation Act, imposes a nondeductible flat dollar-amount penalty of $95 per person without minimum essential coverage in 2014. The nondeductible penalty rises to $324 per person without minimum essential coverage in 2015, then to $695 per person without minimum essential coverage in 2016 and is indexed for inflation thereafter.

Medicare Payroll Taxes Will Increase:
An increase in Medicare payroll taxes starting in 2013 on taxpayers in the $200,000 plus income category ($250,000 for joint filers). Imposes an additional 0.9 percent on earned income in excess of $200,000 for individuals and $250,000 for families; and imposes an unearned income Medicare contribution of 3.8 percent on investment income for individuals with AGI above $200,000 and joint filers with AGI above $250,000.

There’s a New Therapies Tax Credit:
This Act creates a new two-year temporary tax credit to encourage investments in new health care therapies for tax years beginning in 2009 and 2010.

Premium Assistance Tax Credits Will Take Effect:
The Act provides premium assistance tax credits and reduced cost sharing to qualified individuals, on a sliding scale. The credit is designed to guarantee that qualified individuals would not spend more than a specific percentage of their income on medical insurance premiums. The package allows for the advanced payment of premium assistance tax credits and takes effect in 2014.

Changes for the Adoption Credit

This credit will become refundable, and will continue through 2011. The dollar limitation for the credit will increase by $1,000 to $13,170. It also has incentives for adopting children with special needs.

The segment was presented by WUSA's Anchor Lesli, Foster, head of the station's Consumer Unit. She featured the results of a two-month project during which the two designers transformed Vikki Robertson's home in Gaithersburg, Maryland, into "the place she always wanted." They worked the transformation on a budget of less than $5,000.

"She spent a little and got a lot, the home of her dreams," said Foster. "It's beautiful; really, it is! You'll save the most when you work with a designer if you do some things yourself. And big savings come when you buy sales and off-season items. Also, think small when it comes to paint. Accents here and there can make all the difference."

Vikki Robertson, the client, had a small budget. However, the single mother with two daughters wanted BIG impact. The designers of Design Scheme Interiors delivered!

This week the Data Quality Campaign (DQC) hosted a forum to highlight the unprecedented opportunities states have to leverage stimulus (ARRA) and other federal funding to build and use aligned and interoperable P-20/Workforce data systems, that collect information on how individuals are doing over time-- from early childhood through high school and into postsecondary education, training and the workplace. A rapidly changing global economy and concerns about our ability to create a competitive workforce demand that our education and training systems strengthen our capacity to collect, analyze, and use this information to ensure that every individual has the knowledge and skills he or she needs to succeed.

The foundational role of data in the stimulus provides a strategic opportunity for states to build the political will and take practical steps to remove current barriers to accessing, sharing and using data to improve student success. The U. S. Departments of Education, Labor, and Health and Human Services are collaborating in new, unprecedented ways to demonstrate and communicate how state agencies can work together to link data across sectors, avoid duplication, and protect privacy. They discussed how the alignment of data initiatives outlined in Race to the Top, State Fiscal Stabilization Funds, and the IES Statewide Longitudinal Data System grants, as well as in new legislation and budget requests, will provide greater transparency around federal programs to ultimately empower parents to make the best decisions for and with their children regarding their education and career paths. Specifically, these departments are collaborating to clarify positions on FERPA, identify key components of successful early childhood state models, examine the connections between postsecondary education and the labor market, and develop common data definitions and standards across federal agencies.

“As demonstrated by the Recovery Act and the Administration’s broader education agenda, we firmly believe in the power of using data to improve instruction and increase transparency,” said Department of Education Assistant Secretary Carmel Martin. “The Administration is committed to supporting state and local efforts to put in place data systems that can be critical tools for improving schools and providing parents and other stakeholders the information they need.”

Congress and the Obama administration have provided the federal leadership through the stimulus and the FY 2010 budget to highlight the integral role of longitudinal data to all other education and workforce development improvements. As this panel demonstrated, leadership across federal agencies are eager to help states “connect the dots” among and across federal and state agencies and various federal funding and federal programs available to them.

The Data Quality Campaign, in its new tool released at the forum, Leveraging Federal Funding for Longitudinal Data Systems: A Roadmap for States (http://www. dataqualitycampaign. org/files/DQC_roadmap_singlepg-rev. pdf), encourages states that they are not starting from scratch—there are countless existing federal funding streams aimed at improving student achievement, but often spread over many agencies. States can tap them and leverage existing efforts in addition to new stimulus funding to further develop and link their various data systems and promote actions that would lead to the effective use of the information.

As states tap into these federal dollars to develop and implement longitudinal data systems, they need to keep in mind the types of questions and conversations that are underway to support actions that promote a culture of continuous improvement throughout the human capital pipeline.

“We need to be able to answer the question: how many children are in high quality early childhood programs? The collaboration across federal agencies, and with states, can help us answer key questions about children, staff and the quality of early childhood programs,” said HHS Deputy Assistant Secretary Joan Lombardi.

“The Employment and Training Administration is committed to helping the workforce system access the data needed to develop and sustain high quality training and education programs,” said Assistant Secretary of Labor for Employment and Training Jane Oates. “By linking educational data with labor market information, we will deliver on our promise to offer workers and students only the best in career preparation resources.”

State leadership has been critical to the development of “built to stakeholder use” data systems. States have made remarkable progress and are well poised to take advantage of the historic opportunity to leverage one-time federal funds and resources to think creatively and break down traditional barriers to implementing common, interagency, interoperable data systems across the sectors. As a result of this progress, states can learn from each other: in three short years, Pennsylvania made astounding progress in developing and implementing a statewide P-20 data system that was built in response to customer need. At the forum, Pennsylvania Secretary of Education Gerald Zahorchak shared their process, challenges and next steps.

“Our goal for the Pennsylvania Information Management System (PIMS) is a data collection system that will enable educators to measure and analyze what is working in our elementary and secondary schools so we can better prepare students for postsecondary education and the workforce,” said Secretary Zahorchak. “ARRA funding is providing states like Pennsylvania with the necessary resources they need to expand data-driven systems that improve student achievement.”

Acknowledging the need for state agencies to collaborate in order to achieve success similar to Pennsylvania’s, the three federal agencies (Education, HHS, and Labor) are encouraging their state-level counterparts to work together on these initiatives.

This Forum is one of many venues DQC is employing to encourage states to transform education into a knowledge-based enterprise, moving from collecting data for compliance to using data for improvement. In March of this year the DQC provided a 10 step action guide for states - The Next Step: Using Longitudinal Data Systems to Improve Student Success (http://www. dataqualitycampaign. org/resources/384) - to build capacity of education stakeholders to understand and use longitudinal data in effective decision making. The stimulus and other federal funding and guidance provide a strategic opportunity for states to implement these steps and align all of their data investments to ensure that data can be accessed, analyzed, used, and communicate to all stakeholders to promote continuous improvement.

The Administration and states have embraced the DQC’s 10 Essential Elements of a State Longitudinal Data System (http://www. dataqualitycampaign. org/survey/elements), released just four years ago. In 2008, six states had all ten elements, and 48 had five or more elements in place. States must commit to implementing these elements (as part of the 12 elements outlined in the America COMPETES Act) to obtain any ARRA funding through the U. S. Department of Education.

During National Public Health Week, April 4 to April 10, many organizations throughout the country will be promoting awareness for many physical health issues surrounding America today. Chirico’s School of Karate, a well-respected local Carteret based martial arts school that teaches Okinawan karate the traditional way to young children, adolescents, teens and adults, would like to help New Jersey promote the idea of living a longer, stronger life. In most cases, making a small change in an adult’s activity pattern can have a profound beneficial effect on a vast number of psychological, pathological and physiological measures of mortality and fulfillment. Sedentary lifestyles are a major risk factor for a number of diseases for people of all ages, but especially for those beginning to age. The martial arts is a complete form of exercise, which promises great benefits to its practitioners, as they get older. “Age should not be a factor in your decision to get healthy and fit, and it is never too late to reap the benefits of a fitness lifestyle,” says Grand Master Ralph Chirico, owner and head instructor of Chirico’s School of Karate. “Exercising is the closest thing to a “magic pill”, to ensure longevity and an improved quality of life,” says Phil Hoffman (57) of Port Reading, who recently was promoted to the rank of 1st degree black belt after 10 years of training. Regular exercise is known to prevent a decline in physical strength and flexibility as we age, as well as warding off disease such as diabetes and heart problems. The hearts pumping capacity decreases with age, however those who exercise experience only one third the decline of sedentary people who’s efficiency declines by 1 to 2 percent a year beginning at the age of forty. “If you’re committed, exercise in combination with a sensible diet can help provide an overall sense of well being”, says Hoffman. According to Colin Milner, CEO of the International Council on Active Aging, “Most of the issues we look at as aging really are disuse. We’re meant to move.”

Dan Anderson (48) of Fords who was also recently promoted to the rank of 1st degree black belt, had mentioned, “ If you want to do something that’s fun, different and good for self-defense, not only against attackers but also disease, practice the martial arts.” Exercise can reverse years of cardio-neglect by strengthening the heart, resulting in an increased blood and oxygen flow throughout the body. The aerobic exercise of the martial arts increases your caloric burn-off, reduces muscle cramping, and increases muscular strength while decreasing body fat and lowering two major health risks in today’s society: blood pressure and cholesterol levels. The average martial arts class can raise a student’s metabolic rate to about a 10, a level equal to that of jogging.

Poor posture is a major cause of injury, which often leads to serious neck, back and shoulder problems later in life. Martial arts training can increase a practitioner’s physical capabilities resulting in a better coordination of muscles, and an improvement in strength, flexibility, stamina, posture and balance. “While improvements in these areas certainly help athletic performance, they also help reduce the risk of injury; stronger, limber muscles are less susceptible to strains and sprains,” says Dr. Holton, a 5th degree black belt at Chirico’s School of Karate and chiropractor at Metuchen Healthcare in Metuchen, New Jersey.

Exercising on a regular basis can also help your nervous, immune, and endocrine systems. By achieving and maintaining optimal physical health, you are helping your immune system fight off colds and minor bacterial and viral infections resulting in improved productivity and efficiency at home, and at work.

The central nervous system naturally declines with age, as evidenced by slower reaction times. But studies show that active older people often have faster muscular movement than sedentary younger people.
